Ottumwa, Iowa - Frank Mitchell Payne, 68, of Ottumwa, died August 8, 2025 at his home, surrounded by his family.

He was born October 13, 1956 in Ottumwa to Philip P. and Beulah J. Myers Payne. Frank married Cheri Bainbridge on March 11, 1978.

A resident of Ottumwa all of his life, Frank was a 1974 graduate of Ottumwa High School. He was a mail carrier for almost 30 years, retiring in 2013.

Frank enjoyed traveling, fishing, camping, playing pool and he had a great sense of humor.

Surviving is his wife, Cheri; their children, Mick (Melissa) Payne of Iowa City, Brad Payne and Troy (Amanda) Payne both of Ottumwa; sisters, Connie (Dan) Cavanaugh of Ottumwa and Mary Ann Southworth of Pennsylvania; step-brothers, Marty Simonson of Des Moines and Danny (Melissa) Simonson of Ottumwa.

He was preceded in death by his parents; sisters, Marcia and Rosemary Payne; brothers, Sam, George and Bill Payne.

His body has been cremated.

Memorial visitation with the family present to greet friends will be 5 p.m. to 7 p.m. Monday, August 11th, at Reece Funeral Home.
